Uganda’s Public Financial Management (PFM) Reform Strategy (2018/19–2022/23) was developed to provide focus and prioritisation for a new phase of PFM reforms. These reforms supported the Government’s goal of eradicating poverty through good governance, sustainable growth, and a stable macroeconomic environment. PFM played a vital role in aligning public expenditure with Government priorities, ensuring adequate resources, and managing those resources efficiently and effectively to deliver quality services and investments with economic returns. Uganda’s National Development Plans (NDPs) outlined the country’s medium-term strategic direction, development priorities, and implementation strategies, addressing its development status, challenges, and opportunities.

In this project, Luvent supported the implementation of Uganda’s National Development Plans and PFM reforms through a monitoring and evaluation (M&E) platform that improved information accessibility, enhanced accountability for results, and strengthened knowledge management and coordination. The platform increased transparency and accuracy in monitoring and evaluating progress against national objectives and targets. Luvent facilitated the system’s design and development, including validation and training for relevant users in Ministries, Departments, Agencies, and Local Governments, ensuring the product and processes were user-friendly and effective.
