The project supported the EU in designing and implementing DG INTPA projects in Digital for Development (D4D), Science, Technology and Innovation, and Space Technologies & Earth Observation.
Digital technologies are driving rapid societal and economic transformation, presenting both opportunities and challenges. Recognised as essential for achieving the 2030 Agenda for Sustainable Development and EU external policy objectives, digitalisation and space-based communication services enhance connectivity and integrate ICT into public services, with significant potential to benefit underserved regions such as Sub-Saharan Africa.
The project aimed to improve the quality of EU external assistance and implement the 11th European Development Fund. It contributed to sustainable development, poverty eradication, and a human-centric digital transformation in line with EU principles.
Key objectives included:
- Providing technical support and advice to DG INTPA.
- Facilitating collaboration, partnerships, and policy dialogue.
- Managing project coordination, monitoring, knowledge management, and communication of EU D4D and Space policies.
The initiative supported the programming phase of EU external action under the 2021–2027 Multiannual Financial Framework, finalising national, regional, and thematic programming documents.

- Conducted programming exercises for the 2021–2027 Multiannual Financial Framework (MFF) on digital and space technologies, as well as Science, Technology, and Innovation.
- Performed project and programme analysis, including the identification and formulation of EU cooperation initiatives in digitalisation, space, and Earth observation in partner countries.
- Conducted policy analysis, developed strategies and roadmaps, and provided financial analysis and technical advisory services.
- Strengthened partnerships, alliances, and engagement in international and multilateral forums to promote the EU’s human-centric, rules-based digital goals.
- Facilitated stakeholder interactions to share and promote the EU’s policies and values in international cooperation.
- Captured, shared, and utilised knowledge on digital, space, and Earth observation topics, as well as local and global developments.
- Conducted communication and visibility activities.
