A support programme for the energy sector in Ivory Coast (ENERGOS) was established by the European Union in December 2015, focusing on access to electricity, power supply security, energy efficiency, and institutional support. Particularly, extension, reinforcement, and rehabilitation works on distribution networks in San Pedro and Boauké were conducted under the ENERGOS programme.
The overall objective of this project was to provide an overall independent assessment of the work performed under the ENERGOS programme, and lessons learned to improve current and future actions. In particular, the evaluation served to understand the performance of the implemented works and determine enabling and inhibiting factors of success in order to recommend corrective measures. An emphasis was placed on results-oriented approaches and the contribution towards the implementation of the SDGs.
The evaluation was conducted according to the six standard evaluation criteria of the Development Assistance Committee (DAC) of the OECD: relevance, effectiveness, efficiency, sustainability, coherence and early signs of impact.
