The Digital4Development (D4D) Hub Facility supports the establishment and operation of the D4D Hub and its regional branches, focusing on digital and data technologies in partner countries, with an emphasis on Africa and the ACP regions.
The EU promotes a human-centric digital transformation model that prioritizes empowerment, sustainability, and rights protection both online and offline. It supports scalable, integrated markets inspired by the EU Digital Single Market, ensuring fair competition and strong consumer protection.
Building on lessons from the COVID-19 pandemic, the EU applies the Team Europe approach to coordinate efforts and maximize impact. Launched in 2020, the D4D Hub fosters multi-stakeholder dialogue, joint investments, and partnerships for digital transformation, involving EU member states, development agencies (e.g., GIZ, Enabel, AFD), and tech companies (e.g., SAP, Orange, Nokia).
The Hub Facility focuses on operationalizing the D4D Hub, supporting EU external action under the 2021–2027 MFF, and advancing digital transformation through the following objectives:
- Operationalise the D4D Hub and regional branches.
- Facilitate partnerships and policy dialogue between European and partner country stakeholders.
- Provide technical support and ad-hoc advice for D4D Hub activities.
- Organise missions and international events.
- Enhance communication and visibility of EU Digital4Development policies

- Managed daily activities of the D4D Hub secretariat, including establishing contacts, facilitating meetings, conducting research, and drafting policy documents for members and targeted audiences.
- Coordinated D4D Hub branches to align with political, strategic, and operational guidance from governance structures and ensured synergy among projects, programmes, and initiatives.
- Developed roadmaps, strategies, policies, and work plans for Digital4Development initiatives and supported the programming of EU and Member State funds.
- Conducted short assessments of the digital sector on key digital matters.
- Organised and facilitated multi-stakeholder meetings, workshops, and topic-specific co-creation events, fostering dialogue, partnerships, and blended financing opportunities.
- elivered and facilitated D4D Hub events, including the annual global multi-stakeholder forum.
- Provided technical and thematic inputs for Digital4Development projects, programmes, and initiatives.
