The D-LACAD initiative supported the EU in designing and implementing external assistance projects in digital and data technologies to operationalize the EU-LAC Digital Alliance. Focused on Latin America and the Caribbean, it enhanced the effectiveness, accountability, and visibility of EU international cooperation in digital transformation. Advisory services were provided to the European Commission, EU Delegations, and select LAC stakeholders.
The initiative aimed to establish the EU-LAC Digital Alliance and advance a fair, inclusive, green, and human-centric digital transformation aligned with EU principles, values, and regulations. It also supported the programming phase of EU external action during the transition to the 2021–2027 Multiannual Financial Framework (MFF).
Key objectives included providing technical support and advice on digital policies and programmes, facilitating partnerships and policy dialogue, and enhancing communication and visibility of the EU-LAC Digital Alliance. Core tasks involved sectoral analysis to identify opportunities for cooperation, fostering collaboration between the EU and partners, and promoting the alliance through targeted communication efforts.
These activities contributed to programming, identification, and formulation efforts, aligning with the EU’s digital transformation goals in the LAC region.

- Facilitated topic-specific co-creation workshops, involving EU companies, local businesses, academia, innovation centres, civil society, and end users.
- Designed visibility and communication strategies tailored to the Regional Facility programme.
