The project supported the Central African Republic in enhancing public revenue mobilisation and modernising fiscal administration through digital tax governance. It evaluated the institutional framework of the Direction Générale des Impôts et des Domaines (DGID), ensuring alignment with national laws and regulations. Strategic guidance was provided to develop a secure, integrated tax system based on data-driven risk management and fraud prevention. Inter-agency interoperability was enhanced, enabling streamlined data exchanges with customs and other government bodies to improve transparency and accountability.
The project implemented eGovernment solutions, focusing on user-centric digital tax services. A web application was developed to offer online tax registration, electronic declarations, payments, and real-time compliance monitoring. Automated processes for risk detection and taxpayer data exchange increased efficiency, with the solution deployed within DGID’s secure infrastructure, adhering to international standards.
Capacity-building efforts ensured the sustainable adoption of digital tools. Training sessions equipped tax administrators, banking institutions, and taxpayers with the skills required to use the eTax platform effectively. A change management strategy facilitated the transition to the new system, empowering DGID to independently manage and sustain its digital tax services.
