Albania and Germany agreed on the implementation of the Sustainable Economic and Regional Development, Employment Promotion and Vocational Education and Training programme (ProSEED). The programme addresses employment in Albania by focusing on four action areas with the following objectives: 

• Integrating green and digital elements in adult qualification as well as Technical and Vocational Education and Training (TVET) measures
• Increasing the competitiveness of Micro, Small and Medium-sized Enterprises (MSMEs) making better use of their green and digital potential
• Stabilizing employment in MSMEs
• Strengthening capacities of relevant national ministries and authorities for the development of employment-related strategies

The objectives of this assignment were twofold:  

• to support and guide the ProSEED 2.0 programme in analysing the opportunities and challenges for Albania’s transition to a Green Economy, including through conducting sectoral SWOT analyses, and
• to provide practical recommendations for the design of potential TVET/skills development measures, private sector development interventions and national/sectoral employment promotion strategies, to promote the green and digital transformation of the Albanian private sector and increase the competitiveness of SMEs.

• Conducted a country assessment with SWOT analysis to identify three key strategic sectors for greening 
• Conducted interviews with national stakeholders, created a stakeholder map, documented interviews
• Developed concept and agenda for a larger stakeholder workshop
• Prepared synthesis report with recommendations for sectoral policy and macro-level interventions, institutional capacity building and meso-level interventions, and SME development and micro-level interventions.
